Gujarat slips badly in economic legal structure



Economists Bibek Debroy and Laveesh Bhandari have criticized Gujarat for experiencing “a steep fall” in its score of “legal structure and security of property rights”. They find, Gujarat’s score on a scale of 0 to 1 for this has been constantly going from 0.54 in 2009 and 0.52 in 2011 to “just 0.39”, pushing its ranking from No 4 to No 9. The main parameters taken into account while analyzing “legal structure and security of property” include “the efficiency of the government in protecting human life and property”. 


The report says, “The quality of the justice mechanism is measured by the availability of judges, by the completion rate of cases by the courts and investigations by the police. The level of safety in the region is measured by the recovery rate of stolen property, and by the rate of violent and economic crimes.” 


Poor ranking for this happened at a time when, the economists say, “looking at changes since 2011, Bihar, Jammu & Kashmir and Punjab have shown the most improvement.” There has been “substantial improvement in police investigations in Bihar”, while “Punjab’s index scores have been rising over time, and these have been reflected in a sharp improvement in its ranking from 11th position in 2011 to 6th position today.”
 


Praising these states, the economists say, “This improvement is mainly on account of a higher rate of recovery of stolen property, a lower ratio of violent crimes to total crime and higher rate of completion of court cases. The efficiency of the government in protecting human life and property is measured by this category.” They say all this in the latest “The State of Economic Freedom in India 2013”, released jointly by the Cato Institute, Friedrich Naumann Foundation, Indicus Analytics, and Academic Foundation.

Sardar and Modi : no comparison


Mr. Narendra Modi, the Chief Minister of Gujarat himself and his party BJP often make an attempt to compare Modi with Sardar, but it is quite impossible to compare Modi with Sardar Patel; because Sardar Patel was a man of simple living, discipline, humanity, humble nature and a truth-loving man. Whereas Modi does not meet these things in his life! Therefore, Modi and Sardar Patel are poles apart! 

Sardar Respected Everyone, Modi respects none:

Sardar Patel, a very successful lawyer in his initial career, used to give much respect to all whoever contacted to him. When he used to reply anybody, he did not get angry, but humbly gave answers of questions.

On the other hand, Modi is a personality against whom nobody dares to ask any question! He ‘wishes’ to be the PM of the biggest democracy of the world, but it seems that he himself does not believe in democracy! No minister in his ministry has a right to ask a question! Modi has no respect even for first woman of the state of Gujarat, the governor; but he boasts that he is doing woman empowering in his state! If Modi had respect for others, especially for women, he never would have insulted the Governor of Gujarat by pulling her into High Court of Gujarat on the issue of Lokayukta in Gujarat. A very learned woman, a very humble woman Kamlaaji did not react against Modi, when she was amazed to see the behavior of the Modi government against her. Also Modi used ‘Italian Bitch’ words for a national woman in 2001 in his public lectures!

How Modi can be compared with Sardar?

Sardar Patel was a successful lawyer, a barrister and after meeting Gandhiji he turned his life into simplicity. Dr. Sushilaben Naiyar has written much about Sardar’s simplicity. Active Congress member Mahavir Tyagi once asked Sardar why Maniben (Sardar’s daughter) used to wear Sari with rags. Sardar replied: “She is a daughter of a poor father. What her father earns?” Then Sardar showed him 20-year-old spectacles with broken frame and tied thread. This was Sardar’s simplicity. Also Sardar wore always cotton clothes spinned  by Maniben. Sardar purchased one bag in 1930 which lasted with him till his death in 1950.

Modi lives a luxurious one
Modi wears a very highly expensive clothes and wastes money on useless things. Now, see Modi’s luxurious life! He wasted Rs. 50 crores on the name of Saddbhavna Upvaas in September-2011. Nobody can open mouth in front of Modi about anything, about his uncontrolled expenses like Saddbhavna Upvaas and big hoardings on the name of publicity.

Sardar Patel was attracted by Gandhiji’s great doctrines like non-violence etc. And he always followed them in his daily life till death. He used to raise voice for the farmers, Dalits, deprived, poor. 

On the other hand, it seems that Modi does not have to do with Gandhiji or his doctrines! He can use Gandhi’s name, but ‘can’t walk over the Gandhian Path’! ‘Satya’ (The Truth) is the first doctrine of Gandhiji, which is every second broken by Modi!!!!

Sardar used to give justice to farmers, poor, deprived and Dalits; while in the reign of Modi, farmers are forced to commit suicide, Dalits are kicked off their native lands, women are fed of atrocities and several ‘sir’s are grabbing soils from farmers in Gujarat! Only 5 or 10 industrialists are happy with Modi, because their ‘interests’ are well met with his government!

All these things clearly state that there cannot be any comparison between Sardar Patel and Narendra Modi.

Farmers' True Picture in Gujarat



Friends,
Let us discuss today something about soil and farmers of India, especially of Gujarat where the uproar of the claim of 'farmers have blossomed' is on the high.

Researches show that today we have about 1 cror and 50 lakh farmers, which is less than the number of what it was in 1991. According to the data of Census-2001, some 77 lakh people have lost their identity as a farmer in the country! Many farmers are forced to commit suicide over here; but numbers of them are not always true. The governments do not define the death of one in a proper language. Sometimes, it register the death like this : 'relative of a farmer, women, partners in farming". These people are not included in the "farmers' suicide"! The Census takes those people into consideration as a farmer who cultivate a land, weather it is his own land or somebody else land. Also the Census divides them into two classes - one, main laborers and two, other workers. While the Gujarat government and the police register only those people as farmers who have their own land! Therefore, the suicides of 'others' in the agriculture sector are not registered as 'suicides'! The governments also have commenced some new categories like 'relative of farmer' and 'unfair suicide' that more cut could be put on the real numbers of farmers' suicide!


All these things have increased to a top in Gujarat where farmers are living a very hard life. The BJP government in the state of Gujarat brought the 'SIR' (Special Investment Region) in the state and has begun to grab the lands of farmers under any name of development. ‘Gujarat Today’, a Gujarati daily newspaper, published from Ahmedabad on April 20, 2013 wrote citing the Supreme Court that the tribal have a right to preserve their land, they have right to live. The major tool of their livelihood is the land. But it seems that the Gujarat government has nothing to do with the Supreme Court! The CM of Gujarat ‘has the courage’ to call even the Gujarat Governor Bhavan a ‘Congress Bhavan’ when it was the time for Lokayukt in Gujarat! Also the Government of Gujarat has no fear of the ‘CAG’ Report, because Gujarat CM can ‘prove’ the CAG as ‘congress agency’ anytime! The CM of Gujarat, in the time of 2002 elections used to say in public that ‘James Michael Lingdoh meets Sonia Jii in the Church!” It is noted here that Lingdoh was CEC in that time and his commission had not given permission for early elections in Gujarat that time. And therefore Gujarat CM left no stone unturned in teasing him in public. Whoever opposes him, will be treated as ‘congressman’, or ‘anti-Gujarat’! The result is, nobody speaks against the present CM of Gujarat, and he thinks that ‘everything in Gujarat is well’; but it is his wrong belief. The truth is that CM of Gujarat is ‘an angry lion’ before whom nobody opens mouth!


This government of Gujarat can win the highest award of Joothi Sarkaar in the world if it appears in any competition. There are many examples but see some of them here. ‘Gujarat Samachar’, a Gujarati daily shows the scandal under the name of Crop Loan on May 6, 2013. The daily wrote that the Government of Gujarat showed the sowing of ground nut and cotton seeds in such regions of Gujarat where the two crops are never produced! The RBI and NABARD were surprised with this level Jooth of the government of Gujarat! When Modi visits to Somnath, he boasts in high about his people’s security, but there are many incidents that people have to commit suicide by drowning in the sea off Somnath as a way out of the clutches of the moneylenders! But Modi did not stop boasting : “Gujarat farmers drive Maruti cars!” He does not have that trueness of accepting that the people whose lands have been grabbed under the name of Maruti, have not received their compensation yet! One man named Ramesh hanged himself in Sarapdar village near Rajkot because the cotton and Jeera crops failed for constant two years. His widow Prabhaben said, “The police report said that he (the farmer) killed himself because of family dispute! The police changed the story of crops failure and converted his suicide in ‘family dispute suicide’ case later.” She also said, “They told me ‘you have such a big house, there must be some other reason for the suicide. If we provide compensation in one case, people will start killing themselves and their families will start claiming compensation.” Now, the truth is that, across Gujarat the farmers’ suicides are either unreported or wrongly reported.

This is the story of farmers’ suicide in Gujarat, where the true numbers of farmers’ suicide are being hided. Also the Gujarat government sold the precious land of Gujarat near Gandhinagar for merely one rupee, and then it was sold for crors of Rupees by the industrialists! Interestingly, in 2012-13l, about 60 farmers had committed suicides in Gujarat, mostly in Saurashtra region for various reasons. But only 25 out of these were reportedly due to debt or crop-failure! Junagadh accounted for 10 farmer suicides, Amreli for 4, Rajkot Rural for 5, Rajkot City for two and Jamnagar for two farmers suicides! In last five years, from 2008 to 2013, a total of 125 farmers in Gujarat have committed suicide but out of them only 33 reportedly due to crop failure and debt! It is very sad reality that the number of farmer suicide caused by bad debts and crop failures were at 8 in the 2008-9, 2009-10, 2010-11 and 2011-12, had suddenly shot up to 25 during 2012-13! ‘Gujarat Samachar’, the Gujarati daily in its 10-5-2013 issue wrote that the High Court of Gujarat said that people and animals are unhappy in Gujarat with the water scarcity in state. Also the Narmada Canal Work is not done properly, because of which some 97 villages have been affected.


The CM of Gujarat many times boasts with uproar in public the false things, and it is proved very well. A leading daily The Times Of India wrote on 24-6-2013: “Forget feku Modi, even Rambo can’t save 15k pilgrims!’, when Modi claimed that his special ‘rescue team’ had ‘saved’ about 15,000 Gujarati pilgrims after reaching to Dehradoon in the time of Uttarakhand natural calamity. Now, let us return to the major point of our discussion. The motive behind all these details is to show the true face behind the false ‘words’ of the Government of Gujarat. It can lie in any matter! It can speak false in farmers’ issues too! And I think, that is why, the statement of Rahul Gandhi, the Congress vice president is very suitable for Modi. Rahul Gandhi said that India doesn’t need a ‘Chowkidaar’ who grabs the poor man’s land to dole it out to industrialists. Gandhi clearly said that this kind of Chowkidaari was actually a theft. He said the BJP government has acquired thousands of acres of land without giving anything in return to the people.

And I think, the words of Rahul Gandhi are very true in the light of truth, which is shining in Gujarat.

Food security: Names of 81% of undernourished children "missing" from ration cards in progressive Gujarat



      In severest-ever indictment of the the implementation of the right to food dictum in "progressive Gujarat", a new survey, carried out by the Anna Suraksha Abhikar Abhiyaan, a consortium of 18 NGOs focused on right to food, has found that over 81% of severely undernourished and 73.5% of moderately undernourished children of Gujarat do not have their names on their families' ration cards. "This failure results in both the family and the child being unable to avail of their full entitlements of grain", a report, based on the survey, whose results were released in Ahmedabad, said. In all, as many as 2,230 children were surveyed across the state.


      The survey was carried out in as many as 20 districts, including seven high priority talukas (HPTs), identified by the Government of Gujarat as those which are most vulnerable in terms of nutrition, three urban slums identified by partner organizations as being food insecure, as well as several villages in non-HPTs, that are home to seasonal migrant communities and de-notified tribes. The survey results suggest that in contrast to state data claiming drastic reduction of malnutrition over the last decade to 27%, the rate of child malnutrition in Gujarat is 43.9%. Pointing out that amongst tribal children the malnutrition rate is 55% (25% severely malnourished and 30% moderately malnourished), the survey, carried out between January 1 and January 17, 2014, finds that among SC children, the rate of severe undernourishment is 19%, and the overall undernourishment is 46%. As for OBC children, severe undernourishment rate is 18% percent and overall undernourishment is 48%. As against this, 9% of general category children are severely undernourished, and overall malnutrition rate is 24%.



       The report, "Extent of Malnutrition among Women and Children in Gujarat and Access to Food and Cash Entitlements provisioned in the National Food Security Act (NFSA), 2013", prepared on the basis of the survey, says, "Among newborn children, 0 to 6 months, 15.8% were found to be severely malnourished, implying severe undernourishment of the mother as well and ensuring problems in the future growth and development of the child. Additionally, 20% of children ages 6 months to 3 years, and 18.9% of children ages 3 to 5 years, were found to be severely malnourished, soaring above state claims. " The report says, "An essential factor of addressing such rates of malnutrition lay in the successful identification and monitoring of at-risk and malnourished children using the Mamata card, a booklet where growth monitoring entries can be tracked, and risks can be identified by the local anganwadi. The report says that "over 35% of severely undernourished children, and 42% of moderately undernourished children, do not have Mamata card." It calls it a "government failure to monitor as a contributing factor to the persistence of malnutrition."

       The report further says, there were "significant discrepancies" between malnourishment data provided by local anganwadi centres, and the rates of malnutrition identified by field workers using the same measuring devices. "When looking collectively at the rates of severely and moderately undernourished children, the difference between anganwadi data and study data amounts to 7.7%, providing evidence of the failure to properly identify at-risk and malnourished children within anganwadi centres, and devastating effects for the unidentified child ", it Ad

    The report regrets, "68.1% of mothers with a severely malnourished child did not know that their child was malnourished, and 80.3% of mothers with a moderately malnourished child were unaware as well." It adds, "While appropriate monitoring and identification of malnourished children is critical, such process is a futile gesture if it is not followed by targeted services and support. 84.3% of severely undernourished children, and 85.2% of moderately undernourished children did not receive a referral for nutritional counseling or targeted services by the angandwadi centre, implying both the failure to monitor and identify malnourished children, as well as the failure to follow up. "

धी डेफलेकटेड गुजरात

स्थापना से ही गुजरात सुखी और समृद्ध रहा है
गुजरात हमेशा से एक सुखी और खुश राज्य रहा है। यहाँ के लोगों ने एकदूसरे के साथ सदा ही प्यारभरे सम्बन्ध बनाये रखे हैं और सभी तरह के व्यापार व्यवसाय के लिए लोग देश-विदेश घूमते रहे हैं।  ऐसा कहा जा सकता है कि दुनिया में ऐसा एक भी प्रदेश नहीं जहाँ कम से कम एक गुजराती न हो।  

      गुजरात का विकास कोई एक व्यक्ति ने नहीं किया, उसके पीछे छह करोड़ की जनता ही महेनत है। लेकिन विकास क्या होता है ? विकास किसे कहा जा सकता है ? क्या रास्तों को चौड़ा करने का नाम विकास है ? क्या किसी लड़की की जासूसी करवाना ही विकास है ? जी हाँ, गुजरात में ऐसा हुआ। भाजपा के वर्त्तमान मुख्यमंत्री  मोदी जब अपने पहले-दुसरे चुनाव के प्रचार में थे तो उन्होंने जो वाणी-विलास किया था वह ऐसा था कि शायद उनको खुद को आज शर्म आ रही होगी।  कभी मियां मुशरर्फ के खिलाफ तो कभी सोनिए गांधीं के खिलाफ, बोलने में कभी पीछे नहीं हटे।  लेकिन इसी जमीं पे कभी अच्छे नेता भी हुआ करते थे जो कभी व्यक्तिगत हमले नहीं करते थे, उनकी लड़ाई सिर्फ सिद्धांत की थी, मन की नहीं।  

बदल गया माहौल : 
किन्तु आज का माहोल बिगाड़ दिया गया है।  आज गुजरात में लड़कियों को सुरक्षा नहीं दिख रही।  किसीकी जिंदगी में हम कभी नजर कर नहीं सकते, क्यूँ कि सब को अपने व्यक्तिगत जीवन का अधिकार है।  
      गुजरात में अभी हाल में जिसका ज्यादा चर्चा हुआ वह स्नूपिंग का मास्टर माइंड कौन है वह तो कोई नहीं जानता लेकिन भाजपा के प्रवक्ता ने टीवी पर एक चॅनेल में कहा था कि गुजरात के मुख्यमंत्री को गुजरात की लड़कियों की इतनी चिंता है कि लड़की के पिता ने केवल मुह पे बोल के एक बार कहने के बाद उस लड़की की सुरक्षा में पूरे राज्य की पुलिस को काम पे लगा दिया गया ! लेकिन, चॅनेल के रिपोर्टर ने पूछा कि क्या गुजरात की कोई भी लड़की मुख्यमंत्री को फोन करके इस 'सुविधा' का लाभ ले सकती है ? भाजपा के प्रवक्ता कुछ न बता सके।  लेकिन इस किस्से में कुछ ऐसा जरूर था जो मुख्यमंत्री ने खुद ने इसमें दिलचस्पी ली।  

भाजपा सरकार असफल : गुजरात में भाजपा सरकार पूरी तरह विफल ही रही है, लेकिन वह इसका स्वीकार करने की विनम्रता नहीं जुटा पाती। भाजपा सरकार के प्रवक्ता कहते हैं कि नरेंद्र मोदी को गुजरात की औरतों की बहुत चिंता है। उन्होंने पहले चुनाव के दौरान कहा था : केवल एक पोस्ट कार्ड लिख देना, गांधीनगर में बैठा आपका भाई सभी सहायता करेगा! लेकिन सत्य यह है कि कई पोस्ट कार्ड, कई चिठ्ठिया, कई लेटर लिखे गए, बल्कि खून से लिखे गए लेकिन मोदी 'साहेब' के पेट का पानी तक नहीं हिला ! 

क्या पहले इतनी असुरक्षा थी गुजरात में ? 
आज गुजरात में कोई भी व्यक्ति अपने आप को सुरक्षित महसूस नहीं कर सकता।  एक ही रात में 15-15 दूकानों के ताले टूटते हैं, राजकोट जैसे शहर में दलित लड़की पे गेंगरेप किया जाता है, नवसारी में केवल 14 साल की लड़की पर हवसखोर टूट पड़ते हैं, गुजरात में दिन दहाड़े व्यापारियों को - ज्वेलरों को लूंट लिया जाता है, हत्याएं होतीं हैं।  फिर भी 'साहेब' कहते है कि गुजरात पूरा सुरक्षित राज्य है।
